LOS ANGELES — November 5, 2026. Some San Fernando Valley residents affected by the 2015 Aliso Canyon natural-gas leak can now seek financial incentives to replace gas-powered home equipment with electric alternatives. The first $20 million in dedicated single-family incentives became available November 2, as part of a planned $40 million program. Eligible income-qualified households may receive up to $31,800, depending on the equipment, work and program rules. The program is described in TECH Clean California’s official San Fernando Valley incentive guide and in Associated Press reporting.
Who is eligible now?
Priority communities include Porter Ranch, Granada Hills, Northridge, Chatsworth, North Hills, Canoga Park, Reseda, Winnetka, West Hills, Van Nuys and Lake Balboa. The program’s official website lists the ZIP codes and instructions for verifying eligibility. Single-family incentives are available first; some other property categories will be addressed later. The maximum incentive is not a guaranteed payment to every homeowner, and funds are subject to reservation and specific requirements.
What can the money cover?
Eligible work can include heat-pump heating and cooling, electric water heaters, electric cooking equipment and associated electrification upgrades, depending on income qualification and approved program categories. Residents should check what is covered before signing a contract. The official program guidance says customers generally begin with an enrolled contractor, who submits an incentive reservation on their behalf. A reservation is not secured just because someone requested a quote.
Why this program exists
The Aliso Canyon gas storage well failure lasted more than 100 days and released massive amounts of methane, forcing many nearby families to leave their homes temporarily. The electrification incentive funding comes from the response to that disaster and is separate from individual lawsuits, health assessments and other state rebate programs. A household does not have to prove that a specific illness resulted from the leak in order to read the published incentive eligibility rules.
How to apply and avoid scams
Start with the official TECH Clean California page, use its customer instructions, verify the property ZIP code and eligibility, and ask an enrolled contractor for a written project estimate. The website includes details for market-rate and income-qualified incentive budgets. Never pay an unsolicited caller a fee on the promise of guaranteed government rebate approval.
